
Orna Shemer is an Israeli social work scholar and community practitioner whose work focuses on trauma, community resilience, participation, and the integration of lived experience into social policy and practice. She is an Associate Adjunct Professor at the Paul Baerwald School of Social Work and Social Welfare at the Hebrew University of Jerusalem. With over three decades of professional experience, she has led and evaluated community and recovery processes in contexts of conflict, displacement, poverty, and crisis, including work with kibbutz communities, mixed cities, and populations affected by war and collective trauma. She advises government ministries and civil society organisations in Israel and internationally.
