Dr Kelmer graduated from HU Veterinary Teaching Hospital in 2001. Following her studies, she moved to the US and completed a master's degree in immunology, followed by an internship and a small animal ECC residency at the University of Missouri. She then served as an Assistant Professor at the University of Knoxville, before returning to Israel to become the first emergency and critical care diplomate in her country.

The Veterinary Teaching Hospital receives patients directly from the public and referral cases from veterinarians: dogs, cats, horses, birds, small animals, exotic animals and everything in between. An emergency service operates 24 hours a day, 7 days a week. Of the total number of over 12,000 cases received each year, more than 75% are referral cases from veterinarians around the country.

This hospital is unique in that it is the only hospital in Israel with modern facilities and equipment staffed by more than 45 veterinarians and a comprehensive range of internationally and nationally recognised specialists. The hospital has more than 23 internationally recognised specialists.
